• Massachusetts Department of Public Health.  Lead consultant for a strategic planning effort for the Bureau of Substance Abuse Services.  Commonwealth of Massachusetts, Substance Abuse Strategic Plan.

• Substance Abuse and Mental Health Service Administration (SAMHSA).  Lead contractor in SAMHSA's Consumer Directed Services Initiative.

• Massachusetts Department of Social Services. Development of a "tiered" foster care reimbursement model to improve provision of foster care for children with special needs.

• Massachusetts Division of Medical Assistance. Strategic planning for the further development of managed care for SSI disabled Medicaid recipients.

• Massachusetts Department of Mental Retardation. Conducted a statewide employee satisfaction survey and facilitated numerous TQM efforts within the department.

• District of Columbia Medical Assistance Administration. Development of an RFP and related HCFA waiver documents for the joint procurement of TANF HMOs and managed care services for children on SSI.

• New York Office of Mental Health. Assisting in the design, financial planning, and procurement of three regional Children's Special Needs Plans for children with serious emotional disturbance.  Also facilitated strategic planning for Project Liberty, New York's program to support families and the broader community after the World Trade Center disaster.

• San Diego County Mental Health Services. Assisted the county in a stakeholder planning process, prepared an RFP, and assisted with the procurement of an ASO to managed Medicaid and county funded adult mental health services.

• Massachusetts Department of Social Services. Developed the program design and RFP for first in the nation, statewide managed child welfare initiative, Commonworks.

• Massachusetts Division of Medical Assistance. Lead consulting in 1991 and 1996 on the design, organization, federal waiver, and procurement of the most successful 1915(b) mental health waiver initiative in the country.

• Massachusetts Office of the Attorney General.  Review of the post-receivership operations of Harvard Pilgrim Health Care.

Assessment of Harvard Pilgrim Health Care, Inc.:  Provision of Care from 2000 through 2003.

• Substance Abuse and Mental Health Service Administration (SAMHSA).  Assist SAMHSA with a study of the Early and Periodic Screening, Diagnosis and Treatment (EPSDT) behavioral health screening procedures for states.

• Rhode Island Foundation.  Conducted a thorough review of public mental health financing in Rhode Island. "Rhode Island - Public Mental Health Financing Study"

• Center for Mental Health Services.  As part of the Decision Support 2000+ project,  reviewed, summarized and evaluated dozens of mental health outcome measurement instruments and systems, and developed information on substance abuse outcome instruments.

• Medicaid Managed Care - SAMHSA.  Conducted interviews with key Medicaid staff concerning the availability and uses of data to oversee the system.  Collection and analysis of these data to provide initial steps in benchmarking of Medicaid Managed Behavioral Health initiatives.

• Children's Mental Health Benchmarking Project. Collection and analysis of data on key performance benchmarks for children’s mental health services from numerous states and counties over four years. Visit our Reports page for the complete selection.

• Massachusetts Office of the Attorney General. Independent analysis of health care access at Saint Vincent Hospital in Worcester following its acquisition by Tenet Health System.  "Health Care Access at Saint Vincent Hospital:  An Independent Analysis - Year 3 Report"

• Massachusetts Department of Mental Retardation. Conducted a study on contracted human service providers analyzing turnover and other quality related variables.

• Center for Health Care Strategies. Preparing a policy paper on behavioral pharmacy management and Medicaid Behavioral Disease Management. "Behavioral Pharmacy Benefit Management - Case Studies";

• Center for Health Care Strategies.  Conducted a special study to make design and procurement recommendation for TennCare Partners, the behavioral health program of TennCare.

• Montana Division of Addictive and Mental Disorders. Developed a Corrective Action Plan for the managed care contractor and contingency plans used when contract was terminated.

• Massachusetts Department of Mental Health. Time study of contracted rehabilitation and support direct care staff. Recommended unit reimbursement and reporting methodology.

• Massachusetts Department of Social Services. Evaluation of the Department's innovative, product-based procurement of adoption services.

• Numerous RFPs prepared for major Managed Care initiatives, including Massachusetts DMA, DSS; New York OMH; Washington D.C. - CASSIP; and San Diego County.

• MHSACM (Mental Health and Substance Abuse Corporations of Massachusetts) Financial Benchmarks:  Over the last two years, DMA has conducted a full review of Massachusetts behavioral health provider cost reports, preparing a comprehensive set of financial measures for each provider and summarizing these measures for the industry and for individual providers.

• New York Office of Mental Health Psychiatric Centers. Working with state operated Psychiatric Centers to prepare for participation in the Adult SNP managed care networks.

• National Leadership Institute, Center for Substance Abuse Treatment/SAMHSA. Provided consultation to numerous non-profits across the country in this peer-based learning and organizational development initiative.
