assisted the Commonwealth with the original design and procurement of
the first statewide mental health and substance abuse carve-out for
Medicaid recipients in Massachusetts. We reviewed other managed care
efforts in behavioral health and Medicaid as well as for commercial
entities. We prepared a review of baseline data for the effort, wrote
the RFP and advised on the selection. We provided services for the
re-procurement in 1996-1997 assisting Medicaid and the Department of
Mental Health in the development of a joint venture that saved the state
more than $7M.
