Montana Division of Addictive and Mental Disorders

In 1998 and 1999, DMA provided extensive assistance to the Montana Department of Health, Addictive and Mental Disorders Division, to address the implementation problems encountered by their statewide managed care contractor, Montana Community Partners (MCP). Services included the analysis of areas of non-performance, preparation of an operational plan to address these problems, negotiations of a contract amendment with MCP, including sanctions for non-performance, development of detailed acceptance procedures for deliverables and training of state staff in monitoring contractor performance. 

Outcomes: A contract amendment was successfully negotiated with the MCO, sanctions were levied and performance improved, but MCP continued to lose money, leading them to attempt to adjust rates and change the definitions of covered case management services. The Montana legislature voted to cancel the contract with MCP in the spring of 1999.
