DMA
was retained by the New York Office of Mental Health (OMH) to assist the
office in the design and development of regional Special Needs Plans (SNPs)
for the delivery of mental health services to children and adolescents with
serious emotional disturbance. As a part of this work, DMA reviewed Medicaid utilization data,
analyzed organizational and financing options including the relative risk of
OMH and counties under various program designs, and assisted in negotiations
with County officials. DMA developed a draft RFP for these services in
Westchester County, which was planned for release in the fall of 2000. Unfortunately for many,
the state legislature did not vote to extend the
enabling legislation for the SNPs and the procurement related work has ended.
DMA continues to assist the state in its efforts to increase the flexibility
of funding for mental health services and establish single points of
accountability and case management in the system. DMA has been
retained by the state to conduct an extensive research project in Westchester
County that will increase understanding of cross system service utilization by children who
are seriously emotionally disturbed. DMA is also preparing an analysis
of mental health risk factors and service utilization for each county within the
state.
