Policy Reports & Recommendations

·      State Behavioral Health Innovations: Disseminating Promising Practices; The delivery of mental health care in the United States requires radical improvement and reform. To help identify promising innovations in behavioral health care, experts in the field of mental health and substance abuse were interviewed. Based on their suggestions, 17 practices were selected and described—all related to purchasing and quality improvement—and being implemented by states in behavioral health care.  DMA prepared this report for the Commonwealth Fund who published it in August 2006

·      The Massachusetts OxyContin and Other Drug Abuse Commission - Final Report;  DMA prepared this report in 2006 for a Massachusetts Legislative Commission on OxyContin and other Prescription Drug Abuse.  The report summarizes the scope of the problem, testimony received by the Commission and Commission recommendations for a systemic approach to address the problem.

·      Commonwealth of Massachusetts, Substance Abuse Strategic Plan;  Prepared with the Department of Public Health, Bureau of Substance Abuse Services, May 16, 2005.  Can also be viewed on the DPH Website. 

·      Disease Management for Chronic Behavioral Health and Substance Use Disorders; February 2005; Several states have implemented disease management programs or pilots for behavioral health services. The experiences of the most significant of these programs are reviewed briefly in this Resource Paper prepared by Suzanne Gelber, PhD, The Avisa Group/ SGR Health and Richard H. Dougherty, PhD, Dougherty Management Associates, Inc. to explore implementation issues, lessons and implications.

·      "Behavioral Pharmacy Benefit Management - Case Studies; December 2004;  Pharmaceutical costs have increased significantly in both the general and the behavioral health care systems in recent years. This paper reviews several of the most promising methods for managing behavioral pharmacy practices and costs while seeking to continue to maintain open access to these drugs.  It describes the current situation, defines the practice, outlines a number of specific case studies, offers information about related initiatives, and concludes with some comments about likely trends in the field.

·      Summit 2003 - Reducing Disparity:  Achieving Equity in Behavioral Health Services;  March 13-15, 2003.  Proceedings of the 2003 Santa Fe Summit, chaired and prepared by Richard H. Dougherty, Ph.D.

·      TennCare Partners:  Behavioral Health Reprocurement Strategies; April 17, 2002 - This report is a review of options and recommendations for the reprocurement and re-contracting of TennCare Partners, the behavioral health program in Tennessee's Medicaid Program (TennCare).  The project was funded by The Center for Health Care Strategies (CHCS) and may be found by clicking on the title above or on the Tennessee DMHDD Web site.

·      Health Network Portals; As presented at the 2001 National MMIS Conference in Nashua, New Hampshire on August 29, 2001.  This presentation describes some of the background of enterprise portals and the functionality and features required in an enterprise portal for health care provider networks.

·      Recommendations for Implementing a Four Tiered Foster Care System; Prepared for the Massachusetts Department of Social Services, February 14, 1997.

Evaluations and Program Reviews

·      Assessment of Harvard Pilgrim Health Care, Inc.:  Provision of Care from 2000 through 2003;  A report prepared for the Massachusetts Office of the Attorney General, 2006.

·      Final Report: Independent Assessment of New Jersey’s Children Behavioral Health Care System;  October 5, 2006, Submitted to the New Jersey Division of Child Behavioral Health Services by the Louis de la Parte Florida Mental Health Institute.  Prepared By:  Mary I. Armstrong, Ph.D.; Karen A. Blase, Ph.D.; Beth Caldwell; Wendy Holt, M.P.P.; Tara King-Miller, M.A.;  Anne Kuppinger, M.Ed.; Carol Obrochta; Donald N. Policella, M.S.; Frances Wallace, M.P.H.  DMA collaborated in a comprehensive assessment of New Jersey’s Behavioral Health Care System for children to identify the progress that it has made and the opportunities for improvement in implementing systems of care on a statewide basis.  DMA was responsible for analyzing Medicaid utilization data, comparing utilization rates for Medicaid services among New Jersey counties, and for comparing New Jersey to several other states and counties with similar demographics or which had implemented systems of care.  DMA’s work appears in Chapter 8.

·      "Report to Advocates:  Analysis of the Framingham Jail Diversion Program; December 3, 2004; Dougherty Management Associates prepared this report for Advocates, Inc., a not-for-profit provider of behavioral health services in Framingham, Massachusetts.  The report analyzes the Jail Diversion Program that Advocates operates in conjunction with the Framingham Police Department, discussing the potential for replication of the program elsewhere in Massachusetts.

·      Rhode Island - Public Mental Health Financing Study; August 2004; The Rhode Island Foundation retained Dougherty Management Associates, Inc. to analyze the financing for public mental health services and to “map” the financing by identifying key features of the system and its funding sources.

·      Checking Your Financial Pulse:  Benchmarking of Key Fiscal  Indicators; March 31, 2003, This presentation on financial benchmarking for community behavioral health providers addresses why they are used in general healthcare and by other industries.  It describes how Dougherty Management Associates developed financial benchmarks for Mental Health and Substance Abuse Corporation of Massachusetts, how MHSACM has used them to shape external policy and how its members have used benchmarks to set goals for improvement in their individual business operations.  This information was presented at the National Council of Community Behavioral Health Annual Training Conference.
