San Diego County Health and Human Services
In
1996, the County retained DMA to assist with the design and
procurement of managed mental health services. We helped the County to
design the managed care system for the County with extensive
stakeholder input and wrote an RFP that received unanimous stakeholder
approval. Follow-up work on reporting and system financing continued
through June 30, 2000.
Outcomes:
The stakeholder advisory group accepted the RFP, and there was a
successful procurement with no appeals. Early contractor performance
problems and changes in the county administration affected
implementation and yet, the MCO successfully addressed these concerns.. DMA conducted a data validation study of the contractor's
data system and recommended system improvements. We continue to work on
financial reporting and planning for the development of regional systems
of care. DMA assisted the County with a re-procurement of MCO
services in 2000, modifying the scope of services to take back certain
functions from the contractor.
DMA also provided extensive assistance to the San Diego
Children's
Mental Health Initiative originally known as Heartbeat. DMA analyzed
options for the County, reviewed the Heartbeat Consortium redesign
proposal and prepared a comprehensive business plan for the County.
